MINUTES
EASTHAM BOARD OF HEALTH
THURSDAY  APRIL 27, 2006

PRESENT:        Paul Lothrop, Chairman, Joyce Gibson, Dr. Taylor,
                        Stan Holt.Pat Lariviere, Jane Crowley, Health Agent


OPENING STATEMENTS

Stan Holt informed the Board that the Water Resource Advisory Board recommended that a letter be sent to the residents of Eastham stating how important it is to return their water samples to the Health Department.
The Health Agent stated that this process of sending letters was already in place.
Dr. Taylor said the Board must do more to try to educate the public to the importance of testing wells.
Paul Lothrop made the suggestion that some one from the Water Resource Advisory Board should bring up the topic of water testing at the Town Meeting on Monday May 1, 2006. Stan Holt agreed this suggestion was a good one and he would find some one on the Advisory Board  to speck at the Town Meeting about the importance of well testing.

Baughman                300 Samoset Road        Map-14   Parcel- 135

Chris Wickson presented the plans to update the existing system to a title 5 sewage disposal system with a Septi-tech Processor and pressure dosed  soil absorption system.
           Mr. S. Lawrence Dingman was present , he owns property at 670 Massoit Road and asked for more information about this project.  Mr.Wickson explained the project and had Mr. Dingman review the plan .

        The variances requested are as follows:
        Reduction Requested Under Title 5:

        Section 15.405: Contents of Local Upgrade Approval
h)      8'+- to the 10'required setback for proposed soil absorption system to road
        line
        

        Reductions Requested to Town of Eastham Board of Health Regulations



7'+- to the 50' required setback for proposed septic tank to edge of wetland
7'+- to the 50' required setback for proposed Septic-Tech processor to edge of wetland
42'+- to the 100' required setback for proposed soil absorption system to edge of wetland
21'+- to the 100' required setback for proposed soil absorption system to edge of pond

Finding that the plan achieves maximum feasible compliance, the aforementioned variances were approved with these conditions:  


Routine water quality test results be provided of existing well location to assure potability.
No increase in design flow be allowed


3.      Secondary treatment and monitoring   remedial use approval conditions per DEP regulations including testing quarterly for total nitrogen, BOD, TSS,Nitrate (or 2 times per year for seasonal use)  After this time reduction of testing  could be requested to BOH by owner to meet minimum standard of 19mg/l nitrate nitrogen per liter.


Operation and maintenance agreement to be submitted to Eastham Board of Health.  Operation and maintenance agreement to be required for life of the system. Operator to report results via Carmody Data base provided through Barnstable County Health or directly to the Eastham Health Department if not available
Deed restriction for 4 bedroom use and use Septitech Processor Model M 400N  alternative technology requirement to be recorded on the deed.
Designer to verify proper operation of the system prior to issuance of Certificate of Compliance
Subject to Conservation Commission approval
8.      Any increase in habitable square footage would require Board of Health review.

REVIEW

2.        Swenson               1900 Herring brook Rd   Map-10   parcel-58

        George Reilly  plan submitted with requests for provisional approval so that a 3 bedroom dwelling could be constructed on this 21,000 sq. ft. lot. The plan includes secondary treatment with a Advandex AX 20 System . No variances were requested.

Finding that the plan achieves feasible compliance, it was approved with these conditions:
1.      Routine water quality test results be provided of existing well location to assure potability.


No increase in design flow be allowed

Stephanie Sequin presented submitted  plan  with requests for provisional approval so that a 4 bedroom dwelling could be constructed on this 29, 070 sq. ft. lot. No variances are requested.  The plan includes secondary treatment with a Advance AX 20 cw mode 3B System.
Finding that the plan achieves   feasible compliance, it was approved with these conditions:

        Jason Ellis submitted a request to approve an Orenco Advantex AX20
system for provisional approval to allow an addition  bedroom to be added to an existing 2 bedroom dwelling..
        Dr. Taylor made the motion to deny this request.
        Stan Holt seconded the motion.

          Jane Crowley informed the Board that the owners of this property were adding secondary treatment ( Fast system) to the existing system as requested by the Board.
